Inner city decline can be caused by a number of problems, like pollution, inadequate housing, transport problems or over population. Problems like these cause the attractiveness of a city to plummet which results in a loss of potential investments and a city that is less economically productive.
Re-urbanization is an initiative (usually headed by the government) with the aim of combating inner city decline. To encourage people to move back into the declining city usually involves city redevelopment acts which aim to increase the attractiveness of the city to potential residents.
